Services Available at No Cost
The Adams County Office for Aging, Inc is funded with federal and state funds, and supported through private donations. Most of our budget comes from the Pennsylvania State Lottery Fund. These funds are used to pay for the variety of services we offer.
Some of our services such as Senior Centers, Medicare Counseling (APPRISE), Tax Assistance, Health Promotion, assessment, and care management activities are provided at no charge to the consumer.
Senior Center activities including a hot noon meal are also provided at no charge. Those who wish to attend activities at a center must register two working days in advance to participate in the noon meal. Transportation is available through rabbittransit to help those who cannot get to the center on their own.
Limited transportation service (also through rabbittransit) is available at no charge. This includes transportation to senior centers, adult day care programs, grocery shopping, medical appointments, banks, pharmacies, and human service agencies.
Home delivered meals that are offered through ACOFA are provided at no charge. The various private Meals-on-Wheels programs through-out Adams County have their own fee structures and generally require the client to pay the cost of the meal in full.
Although these services are offered free of charge, voluntary contributions are encouraged to assure assistance to as many people as possible.
All residents of Adams County who are at least sixty years of age are eligible for services. While some of our services are offered at no charge to the consumer, many services require the cost to be shared by the individual, based on their income level. A standardized sliding fee scale is used for services for which there is a charge. Priority for service delivery is given to those who are frail and low income.
Eligibility for other services is based upon an assessment performed by a trained caseworker. Consumers are assessed by caseworkers for the level of care needed and financial eligibility. Documentation of monthly income and assets must be disclosed at the time of the assessment to determine the consumer’s fee for services.
Fees may be charged for the following services:
- Personal Care
- Personal Assistive Service
- Home Health Care
- Respite Care
- Adult Day Care
- Transportation (other than to senior centers, Adult Day Care and Medical Appointments)
- Legal Service

Family Caregiver Program
The Family Caregiver Support program is available to provide up to $200 per month to help income eligible families providing support to a frail, elderly family member with out-of-pocket expenses. Reimbursements are available for a wide range of supportive services and supplies.
In addition, qualified families may be eligible for a one-time reimbursement of up to $2000 to modify the home or purchase devises to accommodate the frail relative. Such adaptations might include installing a ramp or modifying a bathroom.

ACOFA relies on a variety of funding sources including federal, state, and a variety of local funds and grants applied for annually, along with private donations. ACOFA is an agency that operates for no profit and all private monetary donations can be tax deductible.
For the past several years, the needs of those seeking assistance from ACOFA have outpaced the level of funding that the agency has available to meet those needs. Your donation can directly make a difference in the lives of those wish to stay in their home and communities. After all, isn’t that where we would all want to be, if we were able?
Adults over 60 are the fastest growing segment of the population and ACOFA works to meet a variety of needs for those people every day.
Your donation will support all of our services and programs and strengthen the lives of adults age 60 and over.
You Can Make a General Donation
Make a donation in your own name to support the work of ACOFA. A personalized letter will be sent which can be used for tax purposes.
You Can Make a Donation for Someone Else
Make a donation in memory of a deceased family member or friend. Or donate in honor of someone in celebration of a birthday, anniversary or other special occasion. A personalized card will be sent to the family or honoree informing them of your gift.
Remember ACOFA in Your Will
Please contact your attorney if you have generously considered a donation of money for ACOFA. You may designate an area of service for which you would like your money to be spent.
